Guidelines for Determining Connecticut Residency for Tuition Purposes

Requirements
There are three (3) primary areas, all of which must be met, to qualify for billing as an instate student.
- Domicile: An individual must reside in Connecticut for a minimum of twelve (12) months at a permanent living location prior to qualifying for instate billing. Domicile is an individual true, fixed, and permanent home, usually characterized by home ownership or renting an apartment. Residence Halls (for undergraduate students) are temporary residences and are not evidence of established domicile.
- Financial Independence (Emancipation): An emancipated person must be 18 years of age or older, financially independent, and reside in the state for a period of not less than twelve (12) months. A student, whose parents reside out-of-state, must not be receiving regular financial assistance from his/her parents.
- Change of Identity Factors to Connecticut: Drivers license, automobile registration, voter registration and filing a Connecticut State Income Tax Form.
Exceptions to the Normal Requirements for Instate Student Status
- The spouse and unemancipated children of individuals who move to the State of Connecticut for full-time employment are eligible for instate classification after six (6) months if the employee provides evidence of domicile and employment.
- Instate status is granted to any person whose spouse is entitled to instate classification.
- Effective July 1, 2005, a member of the armed forces who is stationed in this state pursuant to military orders shall be entitled to classification as an instate student. The instate classification applies also to the spouse and unemancipated children of this individual.
Procedures to be Changed to Instate Billing Status
- Complete the Dean of Students Office "Application for Classification as a Connecticut Resident for Tuition Purposes" prior to the start of the semester in which you feel you should qualify to change to instate status.
- Once you have completed the application, you must arrange a personal interview with a Residency Hearing Officer in the Dean of Students Office.
- You must bring with you to your interview documentation to support the information you have provided on your application.
a. Domicile: Apartment lease or proof of home ownership.
b. Financial Information: Student's/Parents' Federal and Connecticut State Income Tax forms, employment pay stub, savings and checking account information, and information on financial aid and student loans received.
c. Identifying Factors: Connecticut State drivers license, Connecticut State car registration, and voter registration.
